[Junta] mechanism for straw polls

For ERR5RS, and possibly for other projects as well,
we will soon reach a point where we need to conduct
some straw polls (and eventually some more formal
votes) on specific issues.

Some wiki software provides mechanisms for electronic
voting, and it would be a lot more convenient to use
some existing mechanism than to try to conduct votes
by electronic mail.  Do we have any such features
available to us?  What do you recommend?

By the way, is there any technical reference or
tutorial for this wiki's formatting?
