[Junta] Creation of ERR5RS project spaces

Hi all,

As announced yesterday, the Extended Range R5RS proposal has now been
promoted to project status. All the pages of which I am aware have
been moved to names beginning with 'ERR5RS:'

'Extended R5RS' => 'ERR5RS:Charter'
'ER5RS Requirements and Goals' => 'ERR5RS:Requirements and Goals'
'Simple Library Extension' => 'ERR5RS:Simple Library Extension'
'Dynamic Loading of ERR5RS Libraries' => 'ERR5RS:Dynamic Loading of
ERR5RS Libraries'

The project mailing list ERR5RS at lists.scheme-punks.org has also been
created. It doesn't appear yet that the DNS entries have yet
propagated as they should so it may be another 24 hours before it is
readily available. Once the mailing list is up, I will announce this
all on c.l.s
